The funding agency for Veterans Upward Bound grants is the U.S. Department of Education. This link will take you to the page that provides information about grant proposals:

Grants are scored on a 100 point system and are reviewed by several evaluators. You must be careful to include EVERYTHING they suggest in the grant writing guide sent toyou. Be clear and concise. Readers may grade you on presentation as well as content.
- Data must be precise, accurate and up-to-date and must show need for the project that meets the goals of the U.S. Department of Education for which this and other Federal TRIO programs was originally funded to do.
- Economy of expenditures is important. Provide a detailed budget with actual cost and not just estimates, where possible.
- Quality of objectives is important and be sure the targets are both ambitious AND attainable.
- Assurance of hiring quality staff is important.
- Showing financial and resources commitments (not just verbal support) of community agencies is important.

Grant writing usually takes a couple of months to complete. That is because the proposals are so comprehensive in nature. This is not a "fill-in-the-blank" process.
